When it comes to Illinois' budget mess, Rich Whitney doesn't think either major party candidate has a viable plan to cure the problem - or, frankly, even the ability to add. "I'm the only candidate who has rudimentary math skills," Whitney, the Green Party candidate, said Monday in an interview in the Quad-Cities. A Carbondale lawyer, Whitney is making his second bid for governor. He ran in 2006, getting 10 percent of the vote.
