Robert M. Owens of Delaware, a Constitution Party candidate for attorney general, says the Franklin County Board of Elections improperly threw out valid signatures for not being legible, leaving him 19 short of qualifying for the ballot. Owens is asking the court to issue an order to place his name on the ballot or to direct the Franklin County elections board and possibly other county boards to recheck the petition signatures he filed.
