PORT CHESTER — There are 14 contenders in the landmark election for six village trustee seats, with three independent candidates coming forward in addition to the 11 political party nominees . . . The June 15 special election is the first trustee contest since the voting rights case began . . . A federal judge found in 2008 that Port Chester's at-large election system discriminated against Hispanics, whose preferred candidates were defeated in villagewide voting.Trustees will still run villagewide, but Port Chester will become the only municipality in the state to use cumulative voting, designed to let groups of people channel their voting strength . . . Each voter will have six votes to cast. Under cumulative voting, a person may distribute the six votes any way they wish — giving one vote apiece to six candidates, devoting all six votes to one individual, or spreading them among several in any combination.
